Guardian angel
We have lived in five decades of independence but never seen generally regarded pertinacious politicians succumbing to four day Gandhian way of revolting. Wish I could say "It brings out the memory of pre-independence".
I heard about Lokpall Bill interestingly in a Group Discussion for my MBA preparation. Since then it has interested me a lot. The three pillars of our constitution Legislature, Executive and Judiciary were designed to uphold the law and order in country. Something went wrong and we desperately require fourth pillar "Medium". But Nira Radia tape and sometime suspecting public intelligence although it was clear in all possible manner how media became tool in the hand of Legislature.
Cognizant politicians introduced the Lokpal Bill in 1971 and eight times later but debauch politicians (unfortunately who form majority of our elective representative) manage to avert it each and every time.
Finally yesterday praise Lord Anna Hazzare finally got the say of common public in making the law. The law which will enable and independent body (may be the fifth pillar) keeps a watchdog on corruption creeping in three pillars on which our independence our constitution rests. Speaking this evidently suggests the importance and reason for concerns of activists and politicians likewise.
My main concerns is making the body self-reliant will pose some problem if not tackle properly will lead serious ramifications. As who is the person or group of body entitled to decide the non-corrupt stature to a person. We have seen the imbecility of central government in CVC appointment. Likewise similar irregularities based on technicalities can easily creep in. As demanded by Anna ji it is unrealistic to have national election each time new chairman of Lokpal is to be appointed.
The second major concerns is the fallback option in case the system having lokpal bill get corrupts. It is the major concern. Corruption basically occur when there is mad rush for money and power. The members of Lokpal appointed or elected should be those who either have money and don't desire power or who have no money and no power. It is impossible to find a person with power and not have any desire enhance it.
The foremost concern is no-one is above law. Even Lokpal cannot be. If it happens so situation can be imagined with number of committee above law resulting in loss of law order the only promising and sticky thread holding us together. So ultimately prosecution will have to be as per Judiciary bench. And there has to basic changes in Judiciary is required without which Lokpal would be just another committee handicapped walking on just one leg.
